A Washington IRS attorney named Carter Hull closely oversaw the targeting of conservative nonprofit groups and suggested questions that IRS employees could ask of conservative and Tea Party groups applying for tax-exempt nonprofit status, according to interviews that two IRS employees gave with congressional investigators.
I was essentially a front person, because I had no autonomy or no authority to act on [applications] without Carter Hulls influence or input, said Elizabeth Hofacre, an employee of the Cincinnati IRS office, according to a new report in the Wall Street Journal.
Hofacres office, which oversaw tax-exempt applications, reportedly requested help from the agencys Exempt Organizations Technical unit in Washington, D.C. in 2010 to deal with an influx of new applications from Tea Party groups.

DC Carter Hull is the one that targeted Marianne Chifelle’s breakfasts
among others with HIS letter
The fragment of the memo posted at the DC isn’t particularly damning, though — it requests a copy of bylaws, financial statements, and publications. I don’t know how routine that is for this type of filing, but it doesn’t match up to the multiple reports of excessive intrusion (content of prayers, names of attendees including minors, etc.).
Looks like the Obama Administration has found its sacrificial lamb.
Who is Marianne Chifelle??
A little old lady tea partier.
He will point a finger to a higher up.
I suggest you actually read the pdf file and you might change your mind
Obama ordered his IRS to rig the election of 2012 for Obama and democrats/socialists in the Senate. Obama also used other gov agencies to rig the election. Why isnt anyone shouting this form the rooftops? Come on Levin, coulter , Sarah Palin, Rush, DRudge etc. call Obama out on this and call for Obamas resignation.
Obamas IRS prevented many tea party groups from getting started and also audited individual donors to Romney and to the Republican party. The IRS stole the election. We no longer live in a free country
Sen. Tom Coburn (R-Okla.) said Thursday his constituents have suggested they were audited by the Internal Revenue Service because they donated to Mitt Romneys 2012 presidential campaign. ....
Drip. Drip. Drip!
What did Obama know and when did he know it?
Obama ordered and so knew of it.

carter hull supposedly has a facebook page
If you're a church, where's your bulletin? If you're a school, where's the classrooms?
People who work in this environment every day know there are scammers out there, so many of these questions are designed to elicit honest useful responses.
Others aren't ~ and in the case of IRS there seem to have been some newer questions that probably should never have been asked ~ looking over some of the complaints it's almost like someone forgot that IRS isn't the FEC ~ and that would be Lois Lerner and maybe an assistant or two she brought over from the FEC.
She's going to go to jail ~ with her friends.
I thought there were only two rogue agents? < /snurk>
ACK’!! Ya think? Maybe a toothbrush too. Or lay off the coffee.
I have looked at the pic of Hull’s home. It is a middle income type house..except it is in MD so I have no idea what it is really worth
Complete and total BS! The inside-the-beltway, GOP elites stole the election by doing everything they could to pimp an uninspiring, libtard RINO while smacking down conservatives and the tea party candidates. The pols who feared the tea party the most during the last election cycle are not the RATs from the Northeast, DC, or Left Coast, but career Republicans and their groupies like McLame, Graham, NcConnell, Boner, Rove, and Coulter. Indeed, many of the conservative groups that the IRS targeted are from solid Red States that Romney won easily.
Ask yourself this: Why have McLame, Graham, NcConnell, and Boner been remarkably low key about the IRS scandal? Answer: Because they have more to fear from the Tea Party during the primaries, than the RATs in the general election.
He knew he had an enemy to destroy when he flew over the 1st tea party protest at the Capitol, in Marine One.
and trim his nose hairs before Gramps gets hauled before Congress.
Zillow says his house is worth 305,000 so it’s not like he is in the big wig super rich category of Govt employees.
I doubt any of his friends appear in the most heavily audited group ~ those claiming EITC ~ that's 30%!
Not that Romney's donors don't have a complaint, but rich folks do get audited more frequently than all but the poorest folks ~ and as you know I disagree with this practice.
Time to eliminate all this personal contact with the taxpaying public ~ and the way to do that is to abolish the federal income tax, and to do that we must rescind the 16th amendment.
Being somewhat familiar with the C3 and C4 process, the first letter is more standard. The second one is off the charts.
The IRS stole the election.

is he promoted yet?
We’ve heard about the leftwingtards asking for TEAParty audits, but what about McCain, and even Romney’s campaign aids ~ were they attacking Republicans?
Oh good. Let’s blame the Republicans for this.
We had intrusive questions when our HOA filed years ago ~ we didn’t have a street address ~ we’d rented a PO Box. I’d need to see the addresses these people used to see if that was a factor.
He also used dirty tricks in he primaries. I think it's a fair question to ask who he sicced IRS on.
Good find. Thanks for post.
Daylight is a strong disinfectant. It will take a while for the smell uncovered to be cleansed.
If we give this outrage a pass, it will green light future oppression of groups that oppose rat regimes.
We might as well deed the White House keys to the DNC and not bother with elections; they will be a waste of time, a bigger waste than the last one.
Notice that it took a low level employee to finger Carter Hull.
Why couldn’t someone investigating this at the IRS have told us this..you know..like those that have already appeared before the committee???
Yes all you say is very true
Now we’re getting somewhere!
Unfortunately, it is starting to look that way.
The question is: what can we do about it?
Demanding the man’s resignation won’t have any effect, if he deliberately interfered in the organization of the opposition for two years prior to the election.
Carter Hull is about to have a very bad day.
But will probably end up with a promotion
He is a graduate of a private Quaker school — and I would guess from his age and his attendance at a private boarding/day school that he attended boarding school back in an era when that experience was largely reserved for young people from fairly affluent circumstances.
This is also a person obviously of some experience and knowledge with the tax law, who would have clearly known the targeting operation was wrong.
