I’ve lived on 4th between Pico and Ocean Park for 20 years but avoid that section of Pico like the plague. Only go there for the car wash and Josey’s.
So you’re anti-gun it seems.. ok. Nobody said it would stop shootings, but it would certainly helps if people can defend themselves. Even if it’s legal it doesn’t mean they will everywhere anyway, it’s just the option that’s good.
I bet if you counted the guns in the small town I live in you would find just as high a rate of gun ownership as you would in Texas. California, like Texas is a big state. It’s not the same all over.

I am waiting for an i.d. on the shooter - this is essential to the whole story. As yet, nothing seems to be confirmed about who he was. Also, it is possible there were two people involved.
