The National Security Agency has developed a powerful tool for recording and analysing where its intelligence comes from, raising questions about its repeated assurances to Congress that it cannot keep track of all the surveillance it performs on American communications.
The Guardian has acquired top-secret documents about the NSA datamining tool, called Boundless Informant, that details and even maps by country the voluminous amount of information it collects from computer and telephone networks.

The primary activity of the NSA is monitoring foreign threat communications. Some of those comms end up passing through the US.
You can disagree with it and want it stopped, but they jumped through the legal hoops needed to get the monitoring they are doing approved.
The NSA leaker has broken all the laws that Bradley Manning broke, but more seriously.

How well did they do monitoring the threat communications of Tamerlan Tsarnaev? Not very well I would say. Well, you might say, they stopped hundreds of other plots we don't know about and maybe TT never spoke on the phone about his plots. To that I say: bullshit.
There is no conceivable way that data collected by spying on Americans can be used to stop terrorist plots. They are collecting vast amount of disparate bits of data that cannot be connected to stop a plot. Look at the quality of the Russian data on Tsarnaev, vastly higher quality than anything allowed here since they have no fourth amendment protections. They gave the data to the FBI and the FBI investigated and decided to do nothing.
With the data described in recent articles (call records and possibly extracted keywords), NSA would be providing 100 times the volume with a lot less quality to the FBI who would be able to less than nothing with it. The alternative is that the NSA hooks up pieces of information to make it higher quality. If you believe that is possible you are probably a data mining salesman or a just clueless.
The idea that Gov't would only follow the 'intent' of the law is absurd.
Never trust Gov't. That gets lost in 'War'. War is the protocol to get rid of Rights.
