In connection with recent congressional hearings on the problem of sexual assault in the military, Senator Kirsten Gillibrand (D., N.Y.) proposed a radical restructuring of the armed forces’ judicial process. Currently, military commanders have “disposition authority” to convene courts ad hoc to dispose of criminal matters, on the theory that a commander’s duty is to maintain good order and discipline in his unit and adjudicating criminal infractions committed by his men and women falls under this aegis. Military lawyers in the Judge Advocate General’s Corps (JAGs) serve as legal advisers to commanders; they investigate accusations of wrongdoing and write recommendations about whether particular cases should go to trial, but commanders make the ultimate decisions.

Democrats in Congress are determined to establish political officers in the military, a parallel chain of command with authority to overrule any decision not in synch with the political whims of the Administration. This is a very important first step on that journey.

The Junior Senator from the state of New York, walking hand in hand with Senator SCHUMER, is proposing a change in the military judicial process . She has little expierience at being a Senator She has no expierience in the military She has no expierience in the adimistration of military justice
What she is proposing is the establishment of the office of " Zampolit " (previously known in the Soviet military).
A 'zampolit..' is a Soviet political commissar who usually held more power than the unit's commanding officer. They weren't concerned with good strategy. All they wanted was an ideologically pure unit.

What a novel idea - let the commanders handle their people and problems. Today’s AF is so micromanaged that the commander of the unit I work for as a DOD civilian has less control over what she does with the people she commands than I had over the people I supervised as a senior NCO in the 90’s.
My military time was in the early VOLAR experience (all-VOLunteer ARmy) and well remember the conversations among senior NCOs about how it had all gone to hell with the end of the draft. Little did we know the steepness of the slippery slope...

Soviet Zampolit ,Lev Zakharovich Mekhlis, Stalin’s personal secretary , in 1940 , who argued in favor of murdering Polish army officers and Catholic Priests in the Katyn Massacre .
A massacre from which the Polish people never fully recovered . Remarkable !!

The lawyers have been slowly and steadily increasing their influence in the military. They frighten Commanders half to death. We used to joke that the lawyer’s answer to everything was “No”. The best lawyers in the Army were the ones who had been Combat Arms Officers.
