Anecdotal evidence is that foreign born people are running most of these convenience stores nowadays. I can’t say for sure if they are in this country legally, of course. But, it wouldn’t be hard to believe that such places employ illegals.
Having said that, sometimes small businesses are fronts for other crimes such as money laundering, regardless of the nationality of the owners of the business. It happens.
In Pakistan one speaks mostly Urdu.

I don’t know about the ownership of our local Subway - suburb of Houston - but I quit going there. Place was packed but I was the only one, including the employees, who spoke English as a first language. Felt like I was trying to get lunch in Mexico City.
This case sounds more like modern day slavery rather than normal hiring of illegals.
Fake papers, stolen wages and forced living arrangements.
