The U.S. Constitution says that Senators are elected to terms that last six years, and Representatives to terms that last two years, so recall provisions in state constitutions cant apply to members of Congress.
They never have. Recall of Senators, Congressmen and the President has been a dead issue for over a hundred years.
The Senate may expel a sitting Senator with a 2/3 vote. Same for a sitting Congressman. A President much be impeached.
There are no other methods of removal available.
