IMHO, that’s what liberals do. They want to get the credit for moving things “progressively” more quickly.
Consider their demand for cars that must achieve a certain MPG (e.g. 50 MPG) rating by a certain date (e.g. by 2020). That’s another one of their “demands”, as if demanding has no economic consequences.
