No, it is not a payoff to teachers, it just lying to the American public so they can get their support. You had to learn English under the 1986 amnesty, but it was never enforced. The 2007 McCain-Kennedy amnesty contained the requirement to learn English. This is just standard language to fool and deceive. It is old wine in new bottles.

I am a minor expert on speaking broken English that Italian immigrants speak. I learned my craft listening to my grandparents.

I speak very little.....no extremely little Italian. My Parents spoke a little more Italian and understood even more, but were not very fluent in it at all.

When my Grandparents came over in the late 19th to early 20th century, when they had kids, they only spoke English in the house in order to BECOME AMERICANS.

most of the Hispanic people seem to want to take back to south west and make America bilingual or just Spanish speaking and I find this UNAMERICAN.

Why not start by taking all Spanish-speaking TV stations off basic cable? I hate having to subsidize them. Then end all of the stuff in stores, phones, anything written in both languages. No more ESL in school....english only.

PS: there is a problem with this. Puerto Ricans are already US citizens and they don't have to know English.
