Putin doesn’t want the information leaked publicly - he wants it leaked to Russia privately! That’s probably the deal he is making to Snowden. He’ll appear reasonable to the rest of the world but trust me, if Snowden goes there, Russia will have 100% of the information all to themselves and once Snowden is drained of information and fully debriefed, he’ll become useless and will become the victim of some unfortunate accident.

Exactly. US government politician's, bureaucrat's and employee crimes against US citizens and the Constitution are so numerous and disturbing that public knowledge would seriously damage the US government for decades, if not permanently.

This information is a huge source of leverage for anyone negotiating with the US government for anything, especially foreign nations. US government officials can be blackmailed into giving up most anything.

Putin is acting in Russian interests, not American, but that's his job.

Not to mention that Putin's public posture, done with a wink and a smirk, allows him to play altruistic, prident, "good cop".
