I do know that there is to be enrollment periods for Exchange plans, I do not know about private plans. Imagine if all health insurance could only be sold in the Oct 15 - Dec 7th window. If this enrollment period does not apply to private plans then I guess you could get them as needed (if individual private health insurance plans continue to exist).

Scary Obamacare factoid. Washington DC is banning all new sales of non-exchange individual health insurance.
