Gov. Pat Quinn is off target in his bid to rewrite a bill that would allow Illinoisans to carry concealed firearms.
Last week, and with only a week before a federal court deadline requiring the state to approve a concealed carry law, Quinn issued an amendatory veto of House Bill 183, the legislation passed in May by the Illinois General Assembly in an attempt to meet the court’s mandate.
Even though the bill was approved by wide margins in both the Illinois House and Senate, Quinn’s amendatory veto sends the measure back to legislators with significant changes that the governor said he wants them to make.
Quinn’s changes include a provision to limit the number of firearms a person can carry to just one, as well as a ban on carrying weapons in establishments that serve alcohol. Towns in Illinois also would have the right to enact their own bans on so-called assault weapons, beyond just a 10-day window that was part of the bill approved by the General Assembly.
Quinn contends the bill crafted by lawmakers has serious flaws that jeopardize the public safety of Illinois’ residents. He points out the high incidence of gun violence in Chicago and complains that the legislation was influenced unduly by the National Rifle Association.
The version of HB 183 passed by the Legislature allows qualified gun owners who pass background checks and undergo training to get carry permits for $150.
Quinn complained that the bill would allow people to carry more than one gun with unlimited numbers of ammunition rounds. He rewrote it to limit gun owners to carrying one gun with an ammunition clip holding no more than 10 rounds.

Well, it depends on who you read.
The Sun Times has this count:
The Chicago Sun-Times has counted 38 separate shooting incidents since 6 p.m. Wednesday. Ten men were killed and 55 other people, including two young boys, were wounded.
The Tribune has their own count:
The attacks today bring to at least 74 the number of people shot since Wednesday afternoon in Chicago, with 12 of those victims killed.
The Trib numbers seem slightly more accurate since they cover the late Sunday night shootings on the south side. As far as we can tell, exactly ONE person is in custody for any of the 74-plus people shot.

This is nothing but a poll tax! We’re back to the days of Jim Crow. The Democrats just don’t want poor minorities to be able to exercise their rights!
All that is, is the gov saying "I'm vetoing, and this is what it needs to look like for me to sign". Just like the President can do. The legislature can then either make the prescribed changes or override the veto.
As soon as it is used by a republican then it will be deemed by the State SCOTUS as being unconstitutional... that is until the next dim needs to use it.

As thousands looked up at the fireworks over Navy Pier Thursday night, Gary Dailey focused on a tall guy in a red shirt. The two were in a foot chase and about 30 feet separated them, he told the Chicago Sun-Times.
Around 9:45 p.m., the 51-year-old real estate broker weaved his way through a stalled crowd at the mouth of the pedestrian tunnel leading under Lake Shore Drive and up to Division Street.
Dailey made his way to the front and saw why the masses were hesitant to proceed. A group of about 50 young people were in the middle of the tunnel screaming and pushing and throwing stuff.
“I thought about walking to the next underpass, but I was just too tired,” Dailey said, who was headed to his girlfriend’s place. As he passed the rowdy group, a man bumped into him and reached for the cellphone in Dailey’s pocket.
“I said ‘What the f - - - are you doing?’ and slapped his hand away,” Dailey said, who kept walking. A few seconds later he heard a scream and turned to see a man snatching a woman’s cellphone.
“She yelled, ‘You son of a b - - - -!’ and threw her water bottle at him,” Dailey said. “This woman was all of 5-foot-1 and he was 6-[foot]-5 and I just got extremely angry. I was just sick of it.”
Dailey, a former track athlete and marathoner, ran after the guy. The man ran north for four blocks before circling back toward Division. Dailey tried to call 911 on his cell as he ran but gave up because he was losing ground.
Others apparently had the same idea.
The sound of sirens grew louder and louder, and seconds later, Dailey was pointing police toward the man.
He barely had time to catch his breath before two officers brought the man in the red shirt back to where he was standing.
“Sure enough, it was him,” Dailey said. Another witness came forward to say he saw the man throw a cellphone during the chase.
Quejaun Henley, 18, of the 1300 block of East 72nd Street, was charged with felony robbery, police said.
“Another officer tapped me on the shoulder and said, ‘There’s someone I want you to meet,’ and there was the woman who got robbed. She had a small child with her, and she just said, ‘Thank you so much’ and gave me a hug.”
The liberals in this story first admit that the little tykes who commit mayhem on our streets possess illegal guns, then the libs go on to say that gun control laws are needed and legal gun owners need to lock up their guns. What a pile of MSM stinking crap.

NEW YORK (Reuters Health) - Close to one-quarter of teenagers and young adults treated for assault injuries in a Michigan emergency room reported owning or carrying a gun, according to a new study.
Most of those weapons were obtained illegally, researchers found, and 22 percent of young gun owners said they had an automatic or semi-automatic firearm.
“I think the surprise, if there is any here, is the numbers really are quite high,” said Dr. Robert Sege of Boston Medical Center, who wrote a commentary published with the new report in the journal Pediatrics.
“We need to have a general sense that it’s not okay for teenagers and young people to be walking around armed,” he told Reuters Health.
One 2003 study found rates of gun homicides among 15- to 24-year-olds were more than 40 times higher in the U.S. than in other wealthy nations.
Last year, the American Academy of Pediatrics said families with children should ideally have no guns at home, but if they do, guns should be kept locked and separate from ammunition (see Reuters Health story of October 18, 2012 here: http://reut.rs/WsYYwl).

If Quinn were truly crafty, he would have already wheeled and dealed enough Democrats in one or the other house to sustain his veto.
It passed the house by 89-28-1 (118 total), which means he would have to turn 19 votes. It passed the senate by 45-12-2 (59 total), so he would need to change 10 votes.
And in answer to the question, "Do you own any handguns or nuclear weapons?", a similarly surprising 22 percent said "Yes"; this despite considerable government efforts to keep nuclear weapons out of the hands of children.
Quejaun sure is a funny name for an Amish man.
The legislature must accept or reject his changes. If they accept it, it becomes law as Quinn rewrote it. If they reject his changes and override his veto, Quinn’s changes are as entirely inconsequential as he is.
If neither happens, the bill is dead, and constitutional carry happens tomorrow in Illinois. So no, Quinn cannot unilaterally rewrite legislation and have it become law. The legislature must accept his changes. And that’s not going to happen.
Quinn, who clearly labors under the delusion that Illinois includes Chicago and ONLY Chicago, feels that he has “the respect of the people of Illinois”. He’s absolutely delusional. He won four out of 102 counties, and even democrats south of I-80 are pushing for this.
Quinn is either suffering from a serious mental issue, or he’s got handlers that are pumping sunshine up his skirt about this. I don’t know how you can misinterpret half a million people BOOING YOU at a Hawks rally, but he’s getting up in years...maybe the governor just needs a nap.
It’s already been used by many Republicans. We had Republican governors in Illinois for many years until Blagojevich got elected.
There are some heroes, even in places like Chicago. A few years ago, there was a string of snatch & grab robberies on the elevated train platforms, one resulting in an elderly woman’s death when she got knocked down the stairs. A young lady that was a receptionist at my work, who stood maybe 5 foot 4, got her iPhone snatched on the platform, chased after the guy, alerted the cops on the street, and they got the guy. He turned out to be the one responsible for all the robberies and the woman’s murder. Never would have figured that quiet little girl would help catch a murderer!
"Ammunition rounds". "Ammunition clip". These guys really should know better by now. My question is: if you make an imaginary object illegal, do the cops get to enforce on the basis of what you meant instead of what's written in the law?
