This is the term for an unbeliever. However, you must understand this in context. For a Muslim this is anyone who does not believe Allah is God.
Thus, a Jewish person who believes in God or a Christian who believes in God is an unbeliever to a Muslim and can be with the atheist killed.
For Cat Stevens to wish "victory over the Kuffar" is to wish us death.
Nobody bothered to defeat them after WW II because they had nothing worth conquering at that time.
Ideologically, culturally, spiritually, and politically, they are indistinguishable twins. Enslave mankind, murder the undesirable. Simple goals for simple people. Such easy prey for the deceiver.
From a practical standpoint their linkage is clear as interchangeable and classic mass movements, requiring and inspiring unity and self-sacrifice. The respect given to Islam as "religion" is a distinction without any true meaning.
Anyone who has bothered to read Eric Hoffer's The True Believer, or The Passionate State of Mind, for example, would see their interchangeability in an instant. Had it been required reading (as it was in the Eisenhower and Kennedy administrations, before political correctness erased Hoffer - who had no formalized education - from every syllabus until Ronald Reagan awarded him the Medal of Freedom in 1983) during the Bush administration our policy in combating Islamic terror would have turned out quite different and perhaps effective.

I can see a mental discussion a few decades back in time:
‘My agent says I need something to make me more distinctive. I need something that’s a bit ‘out there’. Hmmmm, religion maybe, I’m Greek Orthodox, not to many of those in town, Buddhism? Nah to squishy, Shinto? Nope Bad connotations there.
