I say it isn’t racial only to honor the small percent and to deny the enemy the charge of racism.
I wish your analysis were slam-dunk true.
However... there’s some pretty large barriers here.
First, what people don’t understand is that Detroit used to have (NB the past tense there) huge advantages for heavy industrial manufacturing which aren’t so huge any more. They used to have a steel, coke/coal, lumber and other raw material surfeit in their area. They don’t anymore. Much of this is due to environmental regs that won’t be turned backwards. This is true in many US manufacturing centers. We’ve killed out manufacturing “ecosystem” industries with environmental regs. The level of industry we used to enjoy won’t come back in a big way - anywhere.
Second is the sheer amount of clean-up that is necessary in the area that becomes burdened costs that aren’t associated with previously undeveloped land around other cities. Detroit and Wayne county don’t have the money to clean up these building sites, and some of them will likely have serious environmental issues.
Lastly, the entire area has an educational problem. Where are the people who are going to work in a modern workforce going to come from when the educational stats of Detroit are so abysmal?
As for the Chinese (PRC) buying up land: Well, and the Japanese were buying up lots of land on the left coast in the mid/late 80’s. They got their asses handed to them in a big way. Foreign real estate investment in the US has a very poor track record going back to the time just after the Civil War. In the 1870’s, it was the Germans and English. In the late 1880’s and early 1890’s, it was the English and Scots getting their necks lopped off on ranchlands in the west.
To me, the single biggest barrier to turning Detroit around are the citizens of Detroit. They cannot be counted on to vote for economic growth. They keep voting in manifestly corrupt political hacks - time and time again. Kilpatrick isn’t a new case of corruption, only the most recent. Let’s take a look at an illuminating poll:

13% thought is was a “witch hunt?” Another 13% thought that the punishment was too harsh?
This, right here, given the charges and convictions against Kilpatrick, tells us rather alot about Detroit voters: A large number of them are on the side of serious corruption.
Give me a break. What is happening now in most American cities is decline and bankruptcy. It has nothing to do with having a loser mentality. It is all about declining tax bases, overpaid public employees, mismanagement, and corruption.
Very few blacks are conservative, which is why they are the Dems strongest constituency. Obama got 93%-95% of the black vote. White Dems get over 90% of their vote. Is that a coincidence or does race play a role in how blacks vote? What causes that "political proclivity?"
Don't fall into that trap. It is not racial, it is cultural.
Race and culture are related. There is a black culture in this country that is different from the mainstream. If we can't state the obvious, then we are the ones with the problem.
Nice in theory, impractical in the extreme. There is no way you could convince enough Conservatives of any race, creed, or ethnicity to move to Detroit because the vultures would drop on the first ones and loot them bare before they arrived in sufficient numbers to take control of the government and turn it around.
Seems like even the cockroaches and rats may want to start leaving soon.

A vast wasteland of EBT and gangstaland and abandoned buildings and then there are the entitled government employees and then there is the small part of downtown that seems “normal”.
My brother went there last year, the ballpark was nice he said, the area around it, sad.

That said, it is important to note that not all Blacks buy into the Black/Thug culture.
I never said all blacks bought into the thug culture. It is interesting to note that:

Though blacks are outnumbered 5-to-1 in the population by whites, they commit eight times as many crimes against whites as the reverse. By those 2007 numbers, a black male was 40 times as likely to assault a white person as the reverse.
And if the FBI stats for 2007 represent an average year since the Tawana Brawley rape-hoax of 1987, over one-third of a million white women have been sexually assaulted by black males since 1987 -- with no visible protest from the civil rights leadership.
Today, 73 percent of all black kids are born out of wedlock. Growing up, these kids drop out, use drugs, are unemployed, commit crimes and are incarcerated at many times the rate of Asians and whites -- or Hispanics, who are taking the jobs that used to go to young black Americans.
