Thousands of members of the armed forces including members of the Indiana National Guard are participating in mass disaster training in Jennings County.
Exercise Vibrant Response is in full effect at the Muscatatuck training camp and Camp Atterbury in Johnson County.

ARNORTH is Army North, the military agency responsible for a response to any homeland man-made or natural emergency contingency. From July 29 to Aug. 16, Army North will be holding Exercise Vibrant Response 13-2 at the Atterbury and Muscatatuck facilities in order to test their chemical, biological, radiological, and nuclear response teams.
During the course of the exercise, more than 5,500 personnel from all services and 27 states and territories will participate in the exercise which means that Muscatatuck has to look as realistic as possible.

I just watched a show from 2009 on what would happen if D.C. was hit by a nuke.
There are trained military and local cops who are prepared for martial law. The training is all done under the guise of training for anything but a government crackdown.
