Actually, Rush is wrong - Palin never said that, Tina Fey said it in an SNL skit. What Palin said was, "There are places in Alaska [the far-western Aleutians] where you can see Alaska." She never said she could see it from her porch, because you can't see it from there. Palin was just trying to make kind of a folksy point that whereas for people in Kansas - for example - Russia seems far off, there are places in Alaska where you can actually see it.

Sarah Palin did not say she could see Russia from her house, Tina Fey did on Saturday Night live. Sarah said you could see parts of Russia from some points in Alaska, which is true. Rush "corrected" himself later - I'm sure after a flurry of emails at his first statement - where he definitively stated she said it:

Even the headline implies that Sarah Palin was gaffe prone, which is not true.
