Ordered Departure is for non-essential personnel. If it is the highest level threat the only personnel remaining are the Local Nation Guard Force, a Marine Security Guard detachment and a few of the authorized Regional Security Officers to protect the Mission assets and the head-of-mission, and the Information Management Specialist detail. If the Communications are cut from all avenues then a total evacuation is in order.
Good luck and know the choppers are on standby to evacuate the remaining few Americans should overrun become imminent!
Remembering that the Secretary of State and National Security Team just may cut their losses and RUN, leaving you behind to die is one option already in the SOP by this Administration.

No, there would still be consular personnel and management personnel (Admin Officer, GSO, etc.) there as well. Other possible officers who would remain could include the AID director, the PAO, and the Pol/Econ officer.
The last time I visited our consulate in Lahore, there was no MSG detachment. Of course, that was about 15 years ago. This site doesn't show an MSG for Lahore.

Po-tay-to, Po-tah-to, it is still AT LEAST a partial evacuation.
From OED:
Evacuation: to remove (someone) from a place of danger to a safe place, to cause the occupants to leave (a place of danger), or withdraw from (a place) ...
But, the Administration JUST CAN'T bring itself to say evacuation. Reduction in Staff or Ordered Departure somehow makes it more soothing to the American Public in the Adminstration's eyes ...
