False. Bayard said it doesn't matter where a person is born to be a natural born citizen as long as both of their parents are citizens at the time of the child's birth. 
 
“It is not necessary that a man should be born in this country, to be ‘a natural born citizen.’ It is only requisite that he should be a citizen by birth, and that is the case with all the children of citizens who have ever resided in this country, though born in a foreign country.”
This won't make any difference as what will happen with Obama or Cruz. I only posted to show your example states a natural born citizen has both citizen parents. It does not matter where they are born. BVB
