Environmental Protection Agency chief Gina McCarthy said natural-gas production with the right safeguards is a major piece of Obama administration efforts to combat global warming.
Responsible development of natural gas is an important part of our work to curb climate change and support a robust clean energy market at home, she said Wednesday at a speech in Colorado, according to prepared remarks.
The comments are part of a wider administration effort to cast the U.S. gas production boom as a way to help slow global warming.
They come two weeks after Energy Secretary Ernest Moniz rejected claims that natural gas isn't helping in the fight against warming due to releases of the potent greenhouse gas methane at wells, transport and processing sites.
Some environmentalists fear the methane releases absent much better controls in the field will erase the climate benefits of natural gas, which releases far less carbon dioxide than coal when burned to create electricity.
For instance, the Environmental Defense Fund, which is on the moderate end of the green group spectrum, recently highlighted research that showed substantial methane emissions in a Utah region with energy development.
President Obamas climate plan calls for development of an interagency methane strategy among the Energy Department, the EPA and other agencies to explore and find gaps in data and work on ways to help spur methane emissions reductions, among other steps.

If obama and his minions would shut uo for a week, they could reduce global gas by at least 10%. If they would stop eating goat cheese and the like, 20% easy. Bot to mention the smell. oo oo that smell.

The word "responsible," for instance, means "having an obligation to do something, or having control over or care for someone, as part of one's job or role" when used by a sane person.
When used by a Lefty, however, the word "responsible," like so many others in Lefty-land, means "shut up."
THE REAL TRUTH is the Obama-EPA is blocking the building of natural gas export terminals that our nat/gas producers are begging for and could make billions from. Due to Fukishima the Japanese would love to get cheap fracked American natural gas.....
But the EPA anarchists are blocking this

Double-talking government flunky who doesn’t understand ‘responsible’ gas production necessitates the ability to upgrade current production facilities and BUILD new ones. Both of which the EPA has not allowed in quite a while.
Why do the words “responsible development” make me think she’s got some other goal in mind besides energy production?
They don’t plan on controlling the sun, they plan on controlling people.
It also means that the government is standing there with a gun and it's hand out demanding more money for nothing.
The EPA has nothing to do with this. This is in the hands of FERC and Energy Dept. But, they are also trying do see how exports affect prices. They want nat gas prices to go up some to make coal, nukes, wind, and solar more competitive, but they don't want nat gas prices go up to much.
Now we know more about this since the GOP finally confirmed Moniz. For the life of me I can't figure why the GOP would delay him since he is liked by industry. The GOP just wants stick their finger in Obama's eye.
And since his confirmation he has provided info. He announced the 3rd export permit which is to Southern Union and announced who would get the 4th permit there in Maryland. And that they are following the order in which the export applicants applied to FERC.
So they have been and will be approving these export permits one at a time, then wait and see how the market responds, then another, then wait and see, then another. etc.
Eventually, the market will respond, then they will back off.
The psychos are in charge!!! All of them have cushy lifestyles, they want us to become beggars. Its a form of aggression against average Americans by f-head bureaucrats and eco-lunatic bureaucrats
What does an export permit mean? That they can retrofit old nat-gas import terminals for export? or they can build new state of the art export terminals which is what is really needed?
It is about the volumes or BTUs of gas. So it covers a single export facility, but they are looking at the cumulative amount
The liquefier is a series of tanks in row which is called a train and in each tank the gas is cooled partially or incrementally using ammonia refrigeration until it is a liquid so the major cost is the refrigeration part of it.
I think that there is a total of 19 companies seeking permits and after a company gets permitted that have to design the equipment and then raise the money as as you mentioned, these Japanese utilities are taking equity positions in the export company
