The individual is not required ever to purchase “health insurance”. Instead, payment of an annual fine in lieu of approved “health insurance” (really a protection racket) is a viable option for a while, until the fines get as high as actually buying the “health insurance” coverage.

In Islamic countries this is called “jizya”, a tax on the Dhimmi class paid to the Islamic authorities. You are allowed to not practice the Islamic religion, but only at a price.

My internist was agreeable to my request for a negotiated fee based on cash only - not credit card or check. Rarely sick and don’t see her unless I absolutely have to. I have a copy of all of her chart notes on my visits even though they are almost impossible to read and no paperwork ever leaves her office. Works for both of us.

There are a variety of prescription savings clubs that the uninsured can join for a nominal fee, like with CVS, Walgreens, etc. Hubby’s medicine used to cost us 20 bucks when we had insurance, but without it would have been $252. With the prescription card, we pay about $132.

Insurance saved us a lot, but since we were paying over $600 for a family of 3 (including our 25-year-old daughter) just to be covered, we never really spent what we put into it. We certainly can’t afford ZeroCare’s price of $1250/month just for the 2 of us, so we probably won’t be insured again until we hit 65.

Be sure to underpay your income tax.
I believe garnishing tax refunds is currently the only mechanism in place to collect the fines.

I was thinking along those same lines regarding HIPAA and I bet the more liberal states (to begin with) will require participation in government insurance programs as a condition for a license to practice

But if you purchase insurance to cover a catastrophic surgery or hospital stay only, it will be much cheaper.

That is not allowed under Obamacare, and Hillarycare will be worse.

Then if you get really sick, you take advantage of the “shall issue” provision in Obamacare and get insurance for the period of your illness.

There will only be certain times you can enroll.

A REAL reform would: 1) Eliminate ANY rôle for the federal government—because the Constitution gives the federal government no rôle. 1b) Repeal the 16th Amendment. That would eliminate non-taxable “benefits” as opposed to salary. 2) Allow the free market to operate—in which most people would, freely, choose catastrophic health insurance, and pay cash for routine medical care. 3) Any STATE that chooses, can constitutionally assist the poor with their health care or health insurance.

This is what I believe is the answer also. Unfortunately it is both constitution and common sense, so it has no chance of ever being considered.

Okay, so how about a new product, Catastrophic care coverage that doesn’t qualify as an Obama approved policy, and only covers you for two months of medical bills? (Sort of a glorified version of those Cancer Only mailorder policies) If it has the same coverage delay as the OCare policies it’ll be necessary to carry it ahead of time, but it should still be cheaper than the deductables on Ocare. And the combination of the cost of the coverage, pay per use primary care, and the fine will still be cheaper than an Ocare policy.

This is one of several dozen workarounds (bankruptcy’s another), and I suspect they haven’t covered them all.

For a kid who has no insurance coverage now, carrying the risk of having to cover a month of costs while he waits out the OCare effectiveness delay is still going to be preferable to his current situation, and there’ll be a strong incentive to just take that risk. Males under 35 tend to think they’re invulnerable anyway.

The California exchange actually has a catastrophic policy available for enrolees under 30. They’ve jacked up the price on it, though, so it’s not much cheaper.

I paid cash for emergency surgery a few years ago. It was astounding how much lower the bill became when i pulled out my checkbook versus an insurance card.

If you're asking if residents vote for mello roos, then the answer would be no in most situations. The tax and spend structure of the community is typically decided in advance of breaking ground by the developer and local school district.
