I too respect Phyllis Schlafly. So I read Rob Natelson’s response — seems to cover it, particularly since the 1861 convention already paved the way of how this is done. Most people in congress believe in following tradition. If they choose not to [I wouldn’t put it past them to consider it], then the states would most likely rip them wide open and close it down. We need to take the risk.
