(Reuters) - The Internal Revenue Service issued final rules on Tuesday for the individual mandate of President Barack Obama's healthcare overhaul, one of the most contentious elements of the U.S. law set to go into effect next year.
A centerpiece of Affordable Care Act, also known as Obamacare, is a requirement that all individuals carry some minimum health insurance or pay a tax. The new system aims to provide insurance through state marketplaces and subsidies for tens of millions of Americans who lack it.
If individuals choose not to carry insurance, they are subject to a penalty, starting at $95 per person per year or 1 percent of income in 2014, whichever is greater, and eventually reaching $695 per person or 2.5 percent of income by 2016.
The IRS, which is administering parts of the law involving revenue collection, released the final rules spelling out the details of what constitutes minimum essential coverage, and how individuals are responsible for spouses, children and other dependents, among other topics.

Don’t forget...that’s just a penalty...you’re not getting any insurance.
No, sounds to me that the union can provide less than essential coverage and it will be ok. That would be the only way a penalty would be an issue.
the penalty is per person but there are family caps. The penalty is 1/12 per month of no coverage with a 3 month grace period in there. And remember that paying the penalty does NOT provide coverage. Also note that the employer mandate is to provide affordable essential coverage to the EMPLOYEE, not to the employee’s family.
Assume 29.5 hour work week. It would be less than that.
I am surprised that noone on this forum is PO’ed that the IRS is issuing edicts and rules re: health insurance. The IRS is simply a tax collector! Why the heck are they allowed to just issue rules?!?!
Everyone seems to be distracted by the amounts of the penalties. Get out of the weeds and focus. Jeez zzz!
Hmm?,then it looks like obama and the unions are screwing their members.
Why are blacks incapable of signing up for voter ID laws but totally capable of signing up for Obamacare?
What if you are on welfare? Taxpayers pay for your insurance as well as their own?
(they get to keep their plan and not jack the price to cover all the mandatory bells and whistles.)
Gosh, it's almost like they could read Roberts' mind on how this ruling would come down, or something.
I don’t think Roberts turned Marxist, I think he left his pair at home and caved to the NSA compiled evidence of possible wrongdoing that greatly overshadowed his interest in preserving his honesty, integrity, ethics and morality.
Yes I know/ What is so funny about this is in 2008 Obama and Hillary were debating each other and he was lamenting how her insurance plan would force people to pay a fee or penalty if they did not have insurance and he went on to say that some people would be dinged with a tax and still not have insurance that is what his effing plan does!
I hate Obama
That is why the IRS is on this. Don’t pay and property gets attached with fines that will go to 100,000% in no time.
Like Hillary said, “They will take things from you”.
Oh they will “enforce “it all right...except IRS and all the goofy documentation will screw things up so badly that people will get taxes taken out wrong, their refunds denied, and IRS notices....GET THE POPCORN!
So - lets recap. Unions, most of which are public sector have the ability to negotiate for higher wages - paid by John Q Taxpayer. They are also exempt from penalties surrounding Obamacare, so that they can keep their old plan (which John Q Taxpayer pays for).
