I’m pretty sure that this EO only applies to surplus firearms that were initially manufactured in the US, then given to other countries. It shouldn’t apply to the vast majority of surplus firearms imports. Of course, most of those have dried up by 2013 anyway...

In practical terms, this will prevent about 250,000 M1 Garands and Carbines from being imported from South Korea.

Maybe those rifles I mentioned are next.
Its a shame about those Garands. Would love to own one of those babies
