Me too. this was my first encounter with the term.
I call it my 40% rule.
When blacks reach 40% , whites who can afford to have to move. A few older folks who cannot afford to move are stuck, but others move.
When a job has 40% blacks in it that job can no longer be done properly.
Now you can call that racism if you like, but it’s also a rule that is binding. I have seen it time and time again.
I don’t ask anyone to agree, just to observe. Sooner or later you will agree.

The Guardsman spent a number of years patrolling NOLA after Katrina. They patrol NOLA after all the hurricanes. None have ever been killed but the Guardsman have killed a few bad guys.
