IRS employees were “acutely” aware in 2010 that President Obama wanted to crack down on conservative organizations and were egged into targeting tea party groups by press reports mocking the emerging movement, according to an interim report being circulated Tuesday by House investigators.

So the IRS is not an agency that only collects taxes due the US Government. It is “crack down” agency; harassing, intimidating and persecuting individuals and groups that the political party in power directs it to do for purely political reasons. What a noble expression of care for the people of America the US Government’s IRS is.

In the report, the investigators do not find evidence that IRS employees received orders from politicians to target the tea party, and agency officials deny overt bias or political motives.
But, a bit later:
The Republican oversight report traces the growing pressure on the IRS to act, beginning with Mr. Obama’s criticism of the Citizens United Supreme Court decision in his 2010 State of the Union address to calls from top members of Congress for the IRS to give special scrutiny to tea party applications.
Emails among IRS officials, and committee interviews with them, show agency employees were aware of the pressure, sending one another news reports and commenting — in sometimes derisive language — about the tea party applications.
Oh, but their choice to single out the Tea Party applications "wasn't political".
These people should be fired and indicted for official oppression, but the Republicans are going to let them whitewash this all away.

The article, unfortunately, doesn’t report anything that specific; this is more of a general comment. I doubt that it would be possible to tie Obama to it directly, unless his many meetings at the WH with the head of the IRS at that time can be brought into it.

The Republicans were at least as happy and possibly more so to see the tea party movement weakened. They were challenging the status quo in the Republican caucus and forcing go-along politicians to face primary challengers. The mainstream Republicans would be happy to consider this case closed.
Even today there are articles suggesting that delay of tea party applications and persecution of tea party advocates remain ongoing.

His Excellency does not put his finger prints on anything. Besides, all of these actions by the IRS were orchestrated not from him but by those controlling his agenda. Face it, he is a wind up doll, voodoo doll actually, put out there to mumble choice lines when someone pulls his string. He is NEVER off cue and perhaps the few times he was, they had to walk back or change history to accomodate what he was supposed to not say. The red line recently was a good example. No, the policy makers for the dope put out commentary for him to read, almost like a captain midnight decoder message, but they have been vetted to know how to act. The agency heads all have the same marching orders, a general order, kill any opposition and do anything that is against the country’s best plans while promoting affirmative action and ecology matters to the max.
Just another bland report that will lead to nowhere. Millions and millions spent on this investigation only to conclude that IRS took “cues” from Washington. A total waste.

That’s a good summation. You have obviously spent a lot of time in the real world and understand how managers cover their tracks. Nothing has to be written, or even said. The staff learns to understand what the boss wants, and what actions lead to rewards and recognition. Those who correctly “read” the will of their superiors receive favors and advance in their careers. To get along, go along.

Lois Lerner knew instinctively without being told that the Tea Party could be trouble, so she devised a program of denying them funding to get their message out. Nothing "illegal" , just tie them up in bureaucratic B.S. until after the election.

Combine this with the fact that NO REPUBLICAN (especially in leadership) wants to go down in history as the one who impeached the first black president , and you can conclude that if 0bama was caught molesting little boys in the WH , he isn't being forced out of office
And if Biden became president he would appoint Hillary as VP so she could run for president as an incumbent VP.
You can include the Fossil GOP in the detractors of the TEA Party. Charles Krauthammer, Bill Kristol, and Karl Rove spring to mind. They sneered their disapproval of the unsophisticated movement as a flash in the pan that would never amount to much. Since the 2010 elections, they have been whistling a softer tune, but they never praise this obviously effective movement that has succeeded in spite of the persecution of the Feral Government.

That may have been true in the past but we live in different times. If you go ahead and charge me with a crime, then I’ll see to it that a pile of dirt is unloaded upon you. People in Washington are not inclined to be too harsh on one another. They are all compromised so best to tread lightly.
