The most famous example of the kind of 'pressure' a leader can exert to have something accomplished without 'overtly' ordering anyone.
The press knows this and claiming no one ordered the deed means nothing.

Id like to know who, among the readership, would say: Henry the second and Tomas Becket.
I would have gotten 50% (Becket), if only because I visited Canterbury, and saw the place where Becket was murdered.
