Yes, and IIRC Syria is one of the few countries without a central bank... Wasn't it curious that the first thing the "rebels" in Libya did was set up a central bank, even before they had toppled the government. Stranger still - nobody in the media blinked an eye or thought to ask why such a curious thing took place.
