Let’s list off a litany of edge-case, one-off, 0.0001% of the population issues that caused our rectal dysfunction. It wasn’t about helping Stacy - it was about helping government.

Period.

Issa gives a great opening statement outlines various things in the law that COULD be changed to improve it and warns about problems with implementation that could ultimately kill the law.

Cummings reminds: This is the LAW and continues rant from there.

Am listening to Issa on C-Spin 2, and am disgusted by his comments. He wants everyone to know that he’s not one to demand defunding or delaying “The Affordable Care Act”. He’s truly concerned that if it’s disastrously implemented, it will massively fail for that reason alone.

IOW, not the merits of the law but the merits of current implementation efforts.

Oh, sure, spread the word about Issa and his fear of offending the sensibilities of those who are cramming O-care down our throats.

Think I’m gonna be sick...

Don’t deceive yourself, My FRiend. With the exception of maybe a small handful at the most, the Republicans want obamacare as much as the Democrats do. Especially after they learned that they would be exempt from it.

Cummings introduces “victims” of denial of coverage for pre-existing conditions.
Recall that Democrats would not remain to hear victims of Benghazi though.

Cummings claims that there is no replacement.

Let’s postpone the implementation for 3 years. Then with the House and Senate and a GOP President who will not veto defunding we can eliminate this once and for all.

Jim Jordan up
Addresses implementation of the whole law
Cummings responds
President - this is hard...gave them that leeway.
Chairman of committee - there are things could be better, but we should not scrap it or people will die

Jordan: the whole law - special dispensation without congress voting on it

Issa: witnesses deal with challenges - individual mandate, corporate mandate, join with ranking member - important hearing, we may disagree on some issues, witnesses will address issues.

I’m not deceiving myself.

Why do you think I was disgusted by his comments?

I’m not shocked if he thinks this way, what is surprising to me is that he talked this way in the opening statement of this hearing.

Most of them don’t want to let on that this is their true attitude about obamacare.

I am so sick of Issa and his hearings. He has a hearing on this or that and it drops into the memory hole. NOTHING ever gets accomplished. How many months since Lois Lerner took the 5th and on and on it drags.

Jeff Coyler - R Kansas Physician
plans to hire new employees and uncertainty
New development - sole practitioner, to rewrite compliance manuals, same Hippa requirements, but new documentations result is less new jobs, less care

Other company - needs to avoid mandate
ACA is a drag on the economy

Determine eligibility - Kansas strong relationship with CMS (medicare)
Technical updates - additional update before Oct 1 making it difficult

Medicaid - Kansas - real income, if not able to verify - we would lose funding.

Issue: education and outreach by federal gov. Naviagtors got contract and we just learned who those would be, but the system isn’t ready to go live today.

Issue: rates - very expensive - 2 insurers on exchange, that is less competition
you have more choices in medicaid than in exchange

I see this every day - we serve the uninsured - this is not going to solve those issues. It is not going to make it more affordable or better.

It is best left to states.

South Carolina
Obtain coverage leaves
state senate - republican bill that will nullify Obamacare
Debate nullification
we tried that in the 1800’s
we are looking for solutions not roadblocks

suffer in pain without care - treatment in ER are inefficient and expensive

Refers to several approaches to less expensive ways to treat general conditions, not emergency related

Expanded medicaid, employment, inclusive approach
ACA will benefit taxpayers
costs can be controlled

Health care in S Carolina is 20% of economy - vital to economic sector

ACA - good for all concerned - it’s the right thing to do.

Girl Scouts require background checks, not navigators
20 hours of online training

Can’t support defunding of Obamacare
savings to Louisiana
vote of referendum in order to enact ACA
top 5 states to receive these dollars
ACA will save money for the gov
Implementation offers injection of dollars in state economy and create jobs
college students worry about health care ACA provides that by covering them under parents insurance

Kathy Kleibert
Louisiana
Cites issues regarding implementation
Gov website recently changed definitions
HHS - education and outreach - assigned to navigators
groups little training, oversight
concerns about call centers - employees with little experience

federal call centers not equipped with information

technical issues - application and exchange and data hub
states must have own application

no-cost solution for income eligibility, but learned in June it would be state responsibility

Serious questions about ACA being delayed, suggest entire law be repealed and replaced

Eleanor Sobel
Florida state senator
Florida is punishing by putting up roadblocks
message HC is a privilege not a right,
we are here to put up roadblocks

divided in State legislature
we came up with public private partnership bipartisan - to help implement the program
House, Gov and cabinet are preventing implementation of law
Florida has large number who need this law

Rick Scott contradicts himself
Focus on sandbag issues:
best way to defeat program - make sure no one knows about it
Gov Scott - restricting navigators - violate Hippa law
two: legislature passed bill - lowest rates possible
we must find a way to put aside differences and move forward with the law.

Matt Hudson
Florida state rep - R
Realtor
contract - pages blank - question - blank pages - trust me
Positive you would not have invested
ACA - workforce shortage worse
kept states uninformed
medicaid expansion
2020 - national shortage of physicians and nurses
doctor workforce retiring
because of exchanges and ACA - patients less care, demand will increase
ACA promise - keep doctor but it is an empty promise
rise 5 - 40% increased cost

DC has no information about privacy
state exchange - questions - they didn’t respond until after deadline and it did not answer any questions

Florida rejected state exchange

applicants will give private information

registration of navigators - state legislature passed
Medicaid is a problem, but gov continues to push
difficult to estimate cost of medicaid expansion - and increased costs

gov will be able to keep funding promises despite being 17 Trillion in debt

We deserve to have our concerns heard

Jackie Speier - D

Happy to hear Issa isn’t trying to kill Obamacare

Health insurance through your state -
Tri- care - 500 dollars a year

Elaborate, footnotes
when were you asked to participate

Mid week - impressive you have been able to put together your statement with footnotes

Anyone help you develop your statements?

staff helps- asks if ALEC helped - No
Louisiana Gov, Jindal said:
We don’t think it makes any sense, we are going to fight it

Is it a challenge when the gov is committed to killing it?

Response: difficult challenge cites reasons for statement

does it make sense to delay Obamacare?

Yes - and what plan in Tri-care is 500 per month

asks Democrat
Was Howard Dean right or wrong
Don’t thin it will be rationing
Hoffa - change 40 hour work week? Union heads - wrong
Max Baucus - was he wrong?
Buffett - was he wrong? yes

We need to work together
home town Chicago - delay entire law - were they wrong? I think they were wrong

Does it make sense when Kroger announced spouses will not longer be covered

UPS - spouses no longer covered

Attorney General
Product guarantee - companies no longer being able to keep insurance

Question: is it possible that Issa is playing passive and accomidating, opening doors (modify rather than overturn) Obamacare that the Dems aren’t willing to walkthough ... Making the GOP look “reasonable” while helping ensure that the Dems bear full culpability when it fails disasterously?

Tried to stop it, couldn’t. Tried to repeal it, couldn’t. Tried to defund it, couldn’t. Tried to get the Dems to at least acknowlege and fix the major problems with it, couldn’t. So don’t blame us for this nightmare of a mess.

Issa - questions
States have legitimate concerns about reimbursement by Federal gov - unsustainable

S. Carolina - gov - first 3 years - funding

Release of 2400 soc sec numbers
Question of your private information accessed by public

county health dept
doctors private info - hippa not applying to navigators

navigators are gathering info

Ms Speier
trainwreck - cost and privacy
there were problems - before Obamacare
cliff - certain income - eligibility - and pay increase - because of means testing

I do want to address cost of health care
don’t confuse my votes to repeal - bill was partisan and no GOP votes, pass before reading it
has flaws - bill that should be started over

Witnesses came on their own dime

No, Mr. Caredenas, the tax payers end up footing the bill for emergency treatment of poor uninsured. It’s been that way for a long time. We absorb it. We live with it. But we still do not want the federal government controlling healthcare for the rest of us. We do not want socialized or forced federal healthcare or government controlled healthcare of any kind! Girl Scouts require background checks, not navigators

20 hours of online training

So make all the "Navigators" take the state insurance license.

That will stop Obamacare dead in it's tracks.

Contact your state AG or Insurance Commissioner about this.

Require every so called Navigator to have to have a Live Scan Fingerprint, where their fingerprints are taken and electronically searched to see if they have commited crimes.

My wife in her 70’s and an RN for over 50 years had to pay for a Live Scan to renew her Cali Nursing License.

She like so many of her nursing friends of the same age have zero criminal offences or even driving problems.

If they have to have a Live Scan make it a state requirement in every state for any future Navigator.

That would probably eliminate over 90% of the candidates for being a navigator.
