The only time I’ve ever seen any get off was when we ran out of money; the newer, non-tenured ones went first (the established ones wouldn’t give concessions to save the newbies’ jobs), then they even started to eat into the “least-tenured”. We need it to happen more, though; when Newark NJ laid off 160 cops it was because their union was weaker.
