The Justice Department expects to show that the clear and intended effects of these changes would contract the electorate and result in unequal access to participation in the political process on account of race.

I started voting in 1960. Everyone that wanted to vote voted on the first Tuesday in November. No exceptions. Used to have huge voter turnouts and more people worked back then to so making sure you voted took a whole lot more planning and effort.

Where I lived before, I was a registered Republican. I did not re-register when I moved, (and won't umtil I see what's up.) When I tried to apply for help, they asked if I wanted to register to vote, and I said no. They turned me down for aid, but for almost a year, I got a voter registration form in the mail. Then they stopped and I began receiving funeral insurance applications. Subtle, no?
