The Manhattan DA’s office won’t press charges against one of the motorcycle thugs who allegedly terrorized and beat a man after a wild chase on the West Side Highway, and is reluctant to prosecute another, sources said Wednesday. Allen Edwards, 43, of Queens, who allegedly smashed Alexian Lien’s rear driver’s side window with his fist, surrendered to cops Tuesday morning but will not be charged, the sources said.

No. The bikers cut him off and caused a minor accident. When the SUV driver stopped they attacked his vehicle. He feared for his life and did the only thing he could to try to protect his family from the thugs.
“Guess you didn’t see the clip where he drove over a biker - which precipitated the other bikers chasing him down.”
Guess you didn’t see the clip where the biker was riding next to the SUV driver in the same lane then cut him off and hit his brakes to cause the accident.

From the video, it looked like the first biker that was hit was deliberately taunting the SUV driver - getting right in front of him and slowing down. So, first biker knocked down, not clear how much he is hurt. Accident looks like his fault but maybe not. Driver stops like a good citizen. Other bikers cluster around SUV. Can’t see what happens but after a bit driver takes off, hitting other bikes and bikers. Chase ensues, driver eventually gets off highway, gets stuck at traffic light, biker breaks window.
Apparently all NYC cops are on furlough, or neither bikers nor driver thought to call 911: Help - this guy just ran over our buddies and took off! Help - this biker gang is chasing me and my family on the Westside Highway!
My last visit there I was with my wife and my sister when we witnessed a homeless man urinating in public. So we can add urine to the abundance of concrete and filth. This was all before NYC’s mayor used his considerable fortune to try and strip me of my Second Amendment rights. I will never go back, my tourist dollars can be better spent elsewhere.

Extremely hard to call 911 while trying to evade 50 motorcyclists out to beat you and possible kill you.
But many of the plates are stolen or belong on different bikes, making it tougher to ID the motorcyclists.
Sound like cool guys all right. Surprised they didn't have a Jersey state trooper leading the pack.

was the hit on the window before or after the driver ran over and paralyzed a biker?
The way it looked to me in the video the bikers initiated the situation by surrounding the SUV and one in front deliberately slowing so as the car would hit him. At first it looks like the driver tries to pull over and do the right thing but the bikers appear to start attacking him and fearing for his wife, child and himself he just hits the gas to get away hitting the biker.
Extremely hard to call 911 while trying to evade 50 motorcyclists out to beat you and possible kill you.

Right before that he was riding next to the SUV driver in the same lane taunting him.
This article is about a decision made the Manhattan D.A., not the U.S. Attorney. The Manhattan D.A. is elected, not appointed (and is white, BTW).

She may have froze. My wife tends to do that. I practice with her to have her look at me and do what I say if she freezes. But this was a young couple probably not hardened to the thugs of the world.
I don’t believe the Chinese guy and his family were in danger at this point. What I see is vibrant exuberant Hispanics out having a good time and Chinese guy does not know how to take this in. I hope you know that Chinese are awful drivers at least in America. Chinese guy panicked thus paralyzing a vibrant culture bike rider (Hispanic)
The Chinese guy -Alex Lien- went to the hospital and was released. He had minor injuries.
