House Democratic leaders believe they have hit on a new way to potentially force House Republican leaders into allowing a vote on a clean CR funding the government without any defunding of Obamacare attached.
At last count, as many as two dozen House Republicans appear prepared to vote for a clean CR. With Democrats included, that means a majority of the House of Representatives would vote right now to reopen the government. But the House GOP leadership wont allow such a vote.
Dems have hit on a way to use a discharge petition, which forces a House vote if a majority of Representatives signs it, to try to force the issue. Previously, it was thought this could not work, because a discharge petition takes 30 legislative days to ripen, so if this were tried with the clean CR that passed the Senate, this couldnt bear fruit until some time in November.

I hope the Republican house leadership is making sure that it is known that any Republican House member who’s name appears on said petition will become persona-non-grata in the party and lose his or her committee assignments.
How are they going to force the GOP? Have another Reid tantrum hissy fit?
At one point, I would have said, “time for a third party”, or “I’ll never financially support the GOP again”.
But this kind of response is satisfying to Dems. Daily Kos likes to post FR outrages.
So, this being an inadequate response, what is the next step?
Peter King probably has his fingers in this somewhere. He needs to get a serious attitude adjustment by the leadership or his constituents.

Every day it’s a new fantasy story about the “moderates revolt”, which never happens. Boehner is protecting these “moderates” from having to vote on the “clean CR” and they love him for it.
Yes. To come this far, and apparently have at least decent poll numbers (since that’s important in this age), and just throw it all away...what’s the good of voting, when the opposition will just steamroll your representation anyway, as if they don’t exist?
There is a simple way for Boehner to avoid this even if democrats get the signatures....adjourn the house before the vote takes place. Then NOTHING can be voted on until the house is back in session...

But now House Democrats say they have found a previously filed bill to use as a discharge petition one that would fund the government at sequester levels.
The bill in question is the Government Shutdown Prevention Act, which was introduced in March by GOP Rep. James Lankford of Oklahoma. As the Congressmans release describes it:
If Congress fails to approve a budget by the end of each fiscal year, the Government Shutdown Prevention Act would ensure that all operations remain running normally without any interruption of services by automatically triggering a continuing resolution (CR) or short-term, stop-gap spending device. The bill creates an automatic CR for any regular appropriations bill not completed before the end of the fiscal year. After the first 120 days, auto-CR funding would be reduced by one percentage point and would continue to be reduced by that margin every 90 days
Boehner has taken a hard stand yet too many here are openly complaining about him...I dont understand this. Look at the 24 Rs siding with RATS!

The Constitution says that both chambers have to agree to an adjournment of more than 3 days. Reid would never consent to a House adjournment over this.

The best thing for these guys is to have it both ways- complain about the shutdown, but not vote against it.
Boehner’s letting them do just that.
They’d lose votes from their gov employee constituents if they vote against a “clean CR” and lose votes from conservatives if they vote for it.
Now the senate is a whole different can of worms because their campaigns are heavily influenced by the national media. That’s where the danger is.

True. Also, the Constitution says that the President may convene one or both Houses of Congress. So, if Boehner adjourned the house to prevent a vote on the bill, Obama would just convene the house so it could vote on the bill.
Well if Bohner has any balls he will immediately ask them all to a meeting and threaten to toss their sorry asses off any committees, then do it.
That’s what he did with the Conservatives a while back.

Gotta give credit to the Dems for using all available rules to their advantage. When conservatives try to take advantage of the rules to advance their agenda, the RINOs tell us it’s “inappropriate” and “disrespectful.”
Yup. That's the best way to stop this thing (though, with some of these squishy RINOs, it may not be enough). I'm skeptical, though - I'm worried that Boehner wants it both ways - he wants a "clean" CR to pass, but wants to establish some credibility with conservatives, so he needs to oppose it. The dims' discharge maneuver gives him a way to do both, which is why I'm a bit pessimistic. I don't know if there are enough RINOs who are willing to sign the petition at this point, but if there are, I doubt Boehner is willing/able to exert enough pressure to stop them.

Republicans have voted 4 (FOUR!!!!) times on individual bills that fund all necessary parts of government.
Dems are just throwing a tantrum because they can’t have things their way (one big lump bill without Obamacare), if they can’ play like they want they’ll just not approve anything.
The dems know if the Repubs are able to do this this time, that the House has just realized they have the useful power of the purse and could have been using this all alongm but somewhere along the way had given it up. The House might actually start to use it to reign in Big Government. It scares the democrats to death to think the Republicans might have figured this out.
It is the Dems fault, not the Republicans!
Republicans need to be super aggressive in getting that message out. Dems are holding up funding! Say it over and over until someone finally listens!

I see this story as very good news. There’s no way the Dims would even be thinking about this if they were decisively winning the PR war, like all the media say they are. I think they are the ones feeling the pressure, being willing to end the shutdown with such a maneuver. Highly unlikely it happens though — for the very same reason. If the moderate RINO types think they are at least breaking even holding the line, they have no reason to risk political suicide by signing a Pelosi-led petition.
