If they apply for unemployment and get that and back pay, do they get to keep both?

No. I read about that earlier this week. They can file for unemployment benefits in Maryland after a day or two, but in other states have to wait a week or two. It was mentioned in a sob story about how federal employees were on the brink of starving in the streets after the first 24 hours of their vacation.

No.

Unemployment benefits will need to be payed back, if they receive back pay.

Pretty sure the State will want their money back if gov employees receive unemployment and back-pay. Unless, thats racist...

Not only do they get paid for both, but they get a free vacation, as furloughed days do not count against official leave.
