The NPS is about 1/16 of 1% of the federal budget. Also one of the few agencies that makes more money than it costs.

But I agree, its incredible that so many rangers/NPS employees went along with those fiasco. I suppose its possible that they already fired the ones that refused to do it, and the ones we're seeing around the barricaded memorials are 2nd or 3rd string fill-ins.
