Fact is, there are sufficient non-government and local government resources available, the country could continue for quite some time without Federally supported programs.

And once it is obvious the absence of the Federal money does not materially affect the actual delivery of services, the next question is, just why does the cost of accepting Federal government services remain so high, in relation to value delivered?

California is NOT any kind of model for the rest of the states.

Exactly. This is why he has prohibited volunteer contributions, volunteer services, individual state-paid services, and even the operation of things which receive no Federal funding at all but happen to be on Federal land.

I hope more of the States will start to oppose him in court. Power has to be returned to the States. We have gotten way too centralized, and that is what has brought down many a nation or even empire before us.
