Here's my guess.
Arguments of Political Correctness dictate that the system must be able to respond to users in several different languages. We can't possibly expect illegal immigrants using stolen social security numbers to navigate the system in English.
The error responses and the prompts are probably all in files with index numbers for each category of response or error. A different file is used depending upon which language is being used for a specific user.
The software code itself, when it needs to print an error, contains the index number for the particular error. This index is looked up in the particular language file which contains the actual text of the error message.
If the person implementing the code selects the wrong index for a particular error, the system will print the wrong message, regardless of which language is being supported at the time.
Good coding practices would make this less likely, but poor practices make it a certainty that this type of error will be commonplace.
The point is that is the way it typically is while parameters are being changed on the fly.
Of course, and THIS epitomizes the half-as#@ed character of the ‘President’ and everything he does!
Why there isn’t more attention paid to this is beyond me!
