Updated 12:28 p.m. | House Budget Chairman Paul D. Ryan, R-Wis., told reporters Thursday morning that he intends to go to conference on the budget, signaling the end to one of the years greatest impasses between the two parties and chambers.
Were gonna start negotiations, Ryan said. I intend to go to conference.
I think when Leader Pelosi said that they would remove all the motions to instruct, that was a good-faith effort to get serious negotiations going, he continued. We intend to go to conference on that. As you know, a budget resolution is not sufficient to do all that we need to do, but its a step in the right direction.
Minority Leader Nancy Pelosi, D-Calif., flanked by other members of Democratic leadership, announced Oct. 5 that her party was prepared to forfeit its right to offer motions to instruct should Republicans name conferees to merge the House and Senate budgets. That removed the threat of forcing Republicans having to take numerous politically difficult but nonbinding votes.
Speaker John A. Boehner made mention of a budget conference as part of an overall offer to President Barack Obama that would extend the debt ceiling for six weeks but not reopen the government.
What were going to do is offer the president the ability to move a temporary increase in the debt ceiling [and] an agreement to go to conference on the budget for his willingness to sit down and discuss with us a way forward to reopen the government and start to deal with Americas pressing problems, the Ohio Republican said.
Senate Democrats have held the position that both the debt ceiling and the current government shutdown must be addressed before moving into broader negotiations on the top-line spending levels for fiscal 2014 and other budgetary changes.
We think the only way out of this cycle of constant crises is for the two sides to work together, make some compromises, and get to a fair and responsible long term deal, Senate Budget Chairwoman Patty Murray said Wednesday. But it just doesnt make sense to do that while families and communities are being hurt by this government shutdown and while the threat of a default hangs over our head.
The Washington Democrat made the comments on the Senate floor while making yet another request for a budget conference committee upon action to avert a default and get the government funded.
We will sit down and negotiate over anything Republicans want, and we pledge to work as hard as we can, for as long as it takes until we get a fair long-term budget deal to end these constant crises. But first, this current crisis needs to end and the threat of the next one needs to be lifted, Murray said. Republicans dont need a hostage, there are plenty of things Democrats want out of a long term deal that we are very interested in making some compromises for.
What a flipping moron.
Paul Ryan is a craven Coward!
No Fight for principle, just cowardly sniveling in the corner with a white flag.
The ONLY hostages are the American people,
trapped by the greedy, lazy, whoring, drunk,
treasonous bastards in Congress
unable to read the US Constitution, let alone
the “Affordable Care Act” written by the Senate and
prisoners in US jails, and the Tyrant.
Really? With whom are these negotiations going to be with? Obama said he won't negotiate.
GOP is going to cave even as they are winning.
This is the same Ryan who was Mitt’s running mate right? Ge I thot he was a conservative...bwahahahaha! they are all alike everyone of them, conservative when they need our vote and something else after we elect them
I have come to conclusion I will only vote for conservatives who not only say they are conservative but ones who once elected continued to maintain conservative principles.

Ryan = Sellout
Pelosi wouldn't lie to us would she? I think it is a blind alley. Pelosi is a hardliner and she won't give up an inch.
But I give Ryan credit for turning over every rock while looking for a solution. The budget is the solution.
The debt limit is the emergency brake on government spending.
WHO CARES what Paul Ryan wants!?!! He is one person, and shouldn’t be able to dictate to the House Republicans what should happen.
This was not a wise move to begin with.
There was no way Obama was going to let his crown jewel be defunded, and no way to put leverage on him.
The Senate will not pass a bill that allows Obamacare to be defunded.
This was a very odd stunt.
I was skeptical about the CR-defund approach from the start but the idea of leaving Obama-care intact while cutting future SS and/or medicare benefits while increasing short term spending, what Ryan seems to be getting at, leaves me cold.
Ryan : If you want to cut our future retirement entitlements you better cut them some now, and cut Obamacare too.
conference committee was always the plan.
load the committee with RINOs and insiders and betray the US people.
I didn’t expect much from the gutless wonder who got whipped by Joe Biden in the vice presidential debate last fall.
Once again the GOPe snatches defeat from the jaws of victory.
Ryan is the Budget Committee chairman and a close ally of Boehner’s. That’s why this matters.
In short, they're now using Ryan to do their dirty work on Obamacrae/debt ceiling just like McCain-Schumer used Rubio to do theirs on immigration.
RINO’s always panic when it looks like the Democrats might lose something.
Paul Ryan admitted during the VP debate he hasn’t done anything but work in politics, so I am not surprised. On the other hand, shouldn’t the Republicans be standing in front of every National Park or Monument shouting, “Mr. Obama, open this park!” This is an outstanding opportunity for them to connect with the American people, but all they can do is stab each other in the back.
Also Pelosi’s announcement was 5 days ago. That’s Ryan’s excuse?
THEY’D BETTER NOT CAVE ON OBAMACARE!
Yes, that is the same guy. I wan't all that certain he was really a conservative, but I did think he was opposed to Obama's "fundamental transformation." The good news is that I am no longer deceived... which I suppose is also the bad news. Oh, well... Bud Day thought John McCain wasn't unworthy of elected office.
We're all wrong now and then.
Mr. niteowl77
Exactly. FWIW, call/tweet/FB/email Lyin Ryan...it can’t hurt.
“In short, they’re now using Ryan to do their dirty work on Obamacrae/debt ceiling just like McCain-Schumer used Rubio to do theirs on immigration.”
Yes, I know. I think that Paul Ryan’s conservative credentials were completely lost when he began working on immigration reform.
In that case, what options does the House GOP have in continuing this fight? If what you said is true, I am still not sure what they can do about it.
Excellent post. Thank you.
That's what this is. You honestly think an Obamacare repeal is going to come out of a Senate conference committee?
To be fair, Ryan did not get beat on content in that debate. He only ran into trouble because of his lack of experience on political debates at that level and dealing with the hardline leftist style of debating. So it is hard to count that too much against him.
But yes, this is gonna be a serious problem for him unless he can figure out how a solution that will involve actual conservatives achieving the goals they started out with in this fight.
What do you think Paul Ryan should be doing right about now? What should his course of action be in your personal opinion?
Yes, that and his dismal debate with Biden.
Nice try w/Alinsky playbook, newbie.
He is dead to me.
Exactly. The house of representatives consist of the citizen’s personal representative. Senators and the President really don’t reflect the will of the people, due to the nature of their elections. The theme that the “Republicans” lost is false. It’s at best debatable, in the sense that a majority of people chose, as their personal representative in DC, a representative running against ObamaCare. This is the correct move, on every level.
As you point out, it is the Representatives’ job to control the purse-strings, and it is their job to represent the people. The “surrender monkeys” are wrong at every level — strategically, politically, ethically, and constitutionally.
Now is the time to make what may be a last stand. The Democrats recognize the stakes involved, and are willing to pursue a scorched earth policy to get it. At stake is the country — either the one that has been the shining city on the hill for over 200 years, or the fundamentally transformed one envisioned by a very malevolent left.
The article doesn’t say anything about a Continuing resolution or the debt ceiling at all. It simply talks about negotiations on a budget.
A lot of knee jerking going on in this thread
What has the Chicago Democrat thugs dug up on Ryan? If they can destroy Gen. Petraeus with his adulterous affair and force Chief Justice Roberts to vote for the blatantly unconstitutional Obama Care law by reportedly questioning the legality of his adopted children, they certainly can blackmail GOP congressmen.
This is the essence of corruption.
Huh? What do you think the Continuing Resolution is? It's a BUDGET resolution.
I think when Leader Pelosi said that they would remove all the motions to instruct, that was a good-faith effort to get serious negotiations going,.............
It’s NOT that the Democrats don’t negotiate, but actually there is no such thing as negotiation with a Democrat.
Very naive. Paul Ryan should know this.
Apparently we have novices present on our behalf.
See Paul Ryan's portable mattress.
See Paul Ryan's portable red light.
See Paul Ryan's sack pf quarters for making change.
Puke in response to anything Paul Ryan!
It doesn’t mean they are passing a CR, it means they are talking about negotiating on the budget. OR one could say they might begin negotiations on funding, which is a CR instead of a budget, since they haven’t had a real budget for years.
But its talking about negotiating what is IN the budget, that doesn’t mean anything right now. People are talking like that means they are caving. It says not such thing.
Now, they MIGHT cave, but THIS article says nothing of the sort.
To get budget changes means negotiations..not sure what people think is going to happen....a money fairy drop out of the sky and wave a wand?
It finally forced the enemedia to report on obamacare and report all of the negative garbage that it is. It caused obama’s approval to drop quite a bit. With the source code to their software now leaked by hackers... the entire system is unworkable.
As heard on Hugh Hewitt’s program yesterday in an interview with Charlie Dent (RINO-PA), it’s clear there are many members of the Republican caucus who think the best way to defund obamacare is to give in on the budget shutdown and debt ceiling, then defeat obamacare through persuasion ... That is, persuade the Democrat Socialists in Congress to support the Republican position. Dent really, truly believes this is the way to defeat obamacare — that this is better than standing firm (audio of the interview is at hughhewitt.com). People this naive — this dumb — shouldn’t be allowed anywhere near a position of responsibility.
