Jesus Vicente Zambada-Niebla, the Sinaloa cartel’s “logistics coordinator” and son of a principal Sinaloa leader, asserted in court documents that Guzman is a U.S. informant and Sinaloa was "given carte blanche to continue to smuggle tons of illicit drugs into Chicago.
Niebla also alleged that Operation Fast and Furious was part of an agreement to finance and arm the cartel in exchange for information used to take down its rivals.

Great post, but technically this story is...maybe 11 months old or older —Zembada has been screaming his head off about this, for legal reasons.
The core of his legal defense is that the US Gummint AUTHORIZED him to do the things that got him extradited to the USA now:
There was a US/Sinaloa, “no busts for intel” secret agreement —his outfit would give really good intel about the loads/routes of rival cartels, and in return Uncle Sam wouldn’t molest Sinaloa shipments into the USA —Sinaloa gets rich and Uncle Sam looks on the ball.

I have seen the maps. INSIGHTCRIME is good source for drug trafficking research. Folks in this country would be floored at the levels of corruption. Political offices in this country truly are a prize and worth every dime invested to get to the top. What is being said about Chicago, can be said about Atlanta, Houston, etc.
