The troops will get paid on Tuesday, but the check after that could come in the form of an IOU if the nation defaults on its debt obligations, Treasury Department officials said.
Default on top of the government shutdown would cancel out the hastily-crafted legislation that brought back furloughed Defense Department civilian employees and allowed for the payment of back pay, death benefits, incentive pays, re-enlistment bonuses, veterans disability benefits and survivor benefits.
All would be eliminated if Congress and the White House fail to reach agreement on raising the debt ceiling to avoid default on Oct. 17, Treasury Secretary Jack Lew said last week.
"The United States should not be put in a position of making such perilous choices for our economy and our citizens," Lew said in testimony to the Senate Finance Committee.
A military coalition of 33 veterans' service organizations representing 5.5 million members planned to hold a rally Tuesday at the National World War II Memorial to protest the looming threat of payless paydays for the troops and cutoffs of disability and survivor benefits.
"It's all because of failed elected leadership in Washington who would rather tell you who's to blame than fix the problem," William A. Thien, national commander of the Veterans of Foreign Wars, said in a statement.
Working against the Oct. 17 deadline, Senate Republicans and Democrats were reportedly close to a deal on lifting the debt ceiling and ending the government shutdown. However, there was no guarantee the compromise would be accepted by the House.
Defense budget analysts said that the immediate problems of default and the shutdown masked the long-term challenges of getting a budget for the military passed by Congress that will include planning for the spending cuts imposed by the sequestration process.

It should say “Obama can choose whether or not to pay the troops if the debt limit isn’t raised.”

If Treasury Secretary Lew CHOOSES to not pay America’s debts — thereby CREATING the very crisis he has warned us against — then the House should impeach him for “high crimes and misdemeanors” for that illegal act.

Actually, if we are in deficit spending, which we have been for years, there is NOT enough money for everything the govt is spending money on.
We are not in surplus. People are being less than exact with words here, but I think most know what is going on.
Nice scare tactics—but Military was funded. Maybe the Joint Chiefs of staff need to step in and restore democracy in Washington DC. Take over and appoint a president until free elections can be held. Make Olie North President! with West as VP.
There has been with in our life time a similar situation. Think USSR.
If the debt limit isn’t raised then the government has to operate on available revenue. Out of that by law non-descretionary spending has to be paid. Medicare, Medicaid, Social Security, all those are non-descretionary and get first crack at the available funds. Defense, intelligence services, air traffic control, FBI, all of those are descretionary spending and most, if not all, of those won’t have any money to keep functioning.
I was lamenting with my mother yesterday that we are no longer a nation governed by the rule of law. That’s the kind of rhetoric libtards like to use, but BHO has made it more true than ever.

No, we're borrowing about a thirds of it. Two thirds of the budget is non-descretionary spending and by law has to be paid. Defense is considered descretionary and will get any money that is left over. If there even is any.

To be honest I am not interested in being ruled by conservatives any more than I am by liberals. Each group answers problems with more laws and govt. The response I get when I post this is, “But our laws are better.” Think about that response.
