The most likely outcome is Boehner will suspend the Hastert rule and let it come to a straight-up full up/down vote in the House.

Endgame.

My prediction - Boehner will bring the bill to vote without the support of the majority of the majority. There will be at least the 18 needed and likely more RINO's vote for it. In effect, the will be surrendering the constitutional authority for the House to control the purse strings to the executive branch. Today, the Constitutional Republic dies and will be replaced by a democracy. The scales forever tip in favor of the takers. The mob now rules.
