As the rules stand now, a bill has to be submitted, go through the rules committee, and in the Senate, get either unanimous consent or cloture. We're a long procedural process away from there being a bill for anyone to cave on.

There will be plenty of time for whining when something actually happens, but a lot can happen in the meantime.

Bills can be brought directly to the floor, where the Rules Committee can be bypassed with a 2/3 vote of the Committee of the Whole (all of the House). That’s the key vote that needs to be targeted.

At least one bill went that route a couple of weeks ago to reopen the parks, but it did not pass the required 2/3 vote. Eventually it did pass, IIRC, but it had to go through the process you described. If the Rats vote en mass to pass this, will they get enough GOPe to pass the 2/3 mark? We’ll see.
