If a bill NOT to approve an increase is submitted, then the vote would be taken. Otherwise, the increase would be automatic, BUT at what amount of dollars for how long a period of time?

Rush Limbaugh isn’t often wrong, but he was wrong today when he said that the Constitution requires a budget. It does not. (Which makes me wonder why in the world we’d ever have a balanced budget amendment before we had a required budget amendment.)

Since there is no requirement for a budget, although it would be profoundly wise to have one, ANY process for disbursing funds appears to be constitutional provided it originates in the HOUSE. The only requirements are that a ledger must be kept and honesty maintained, since malfeasance is punished.

Therefore, the HOUSE of representatives is the culprit in the great cave-in of Oct 16, 2013. At that time they gave away the power of the purse for exactly nothing.

And according to this article, they may have given away for now the authority to PROPOSE debt spending and not simply to react.

That original power of initiating spending could easily be taken back by a powerful, principled Speaker who is backed by his caucus. We do not have that now. Boehner is not powerful, has malleable principles, and is not backed by his caucus.

Not picking on you, just this statement comes up more than the correct statement does.

The house has dibs on origination of TAXING (bills for raising revenue), not on spending. Obviously the House has to agree to the spending.

It is a partial debt ceiling hike with negotiations to begin again in a few months.

So, will republicans hold the line in Feb? Fat chance! Hence another debt ceiling hike of 1.1 Trillion.

No, of course I don’t want him to have that power. But, this provision doesn’t GRANT him that power - the debt ceiling increase itself does. This provision theoretically grants Congress the ability to stop him from doing so. It’s a meaningless provision (since, as you say, the chances of this congress stopping him with a 2/3 majority are slim to none). But this provision is not the harmful one here - the harmful provision is the debt ceiling suspension itself.

I get that. Just looking at the political surroundings tells me that conservatives are a tiny tiny minority in government.

Will see how 2014 shakes out. After four years of Obozo and this liberal Senate, if Americans do not take control of the Senate and strengthen the majority in the house....it's paint a pretty stark pic.

That’s true. But, at least as I read it, the debt ceiling is suspended until Feb. 8, and then on Feb. 8, it is automatically increased to the level of borrowing at that point in time. So (to use round numbers), assume the current debt is 18T, and between now and Feb. 8, the feds issue $2T of additional bonds - then, on Feb. 8, once the suspension of the debt limit is over, the limit would automatically increase to $20T.

My concern is this - what if, between now and Feb. 2, Treasury issued an additional $10T of bonds - far more than Treasury would spend in that period. So, come Feb. 8, Treasury would have no more authority to issue new debt, BUT it would have 8-10T cash on hand, so it would not need to issue any new debt (which would effectively eliminate the debt ceiling as a practical matter). Obviously there would be logistical issues (I doubt Treasury could issue that much in that short a time period - someone has to buy the bonds, after all). But, there doesn’t seem to be anything in this law that would stop Obama from doing this.

The debt ceiling has been a pretense for a lot longer than five years, unfortunately. I’ve said for a long time that the Obama administration is not the cause of America’s collapse, but merely a symptom of a decline that has been coming for decades.

My prediction is that this shutdown and debt limit standoff was the one bullet that GOP conservatives will get this congress from GOP leadership and its been fired.

Next one is simple. Elect new GOP leadership, but that requires those willing to be leaders.

It is not unlimited spending by Obama, it is a deal to split the money raised by the debt ceiling between the two. The Dem and GOP E parties skim the “profit” off the top for pet proposals. They do this in lieu of raising taxes (not popular) or heating up the economy (people who are working are independent not dependent on the gov). Both elites win and remember in the words of Arkansas convert Tim Griffin - the only problem with DC is that the government doesn’t have enough money. He also said at a Tea Party meeting last year that the Dems and the GOP have the same goals for the country.

Simple: the Fed could create as much money as it wished and purchase an unlimited face value of Treasury bonds from the U.S. Treasury. This could be priced at prevailing rates and transacted in an afternoon. It seems to be a distinct possibility.
