Buried in the Senate bill to end the partial government shutdown and raise the debt ceiling is a provision to nearly quadruple funding for an Ohio River dam project, an allocation slammed as disgraceful by Republican Sen. John McCain.

I suspect that Democrats put these items in because they knew they would further sink the perception of Republicans.
I still think McConnell and Boehner deserve the sinking but it would not surprise me if democrats put this stuff in intentionally to damage them.

Well, the other âthingyâ inserted in the bill allows the President to raise the debt limit, then congress votes on approval, which can be vetoed by the president. 2/3rds of both houses would be required to override the veto. In other words, the next increase would be owned by the president and not congress.It may cost us 1 trillion to blame the man who has no blame.

I see the long range plan. This project will eventually cost $6 billion and provide plenty of union jobs and kickbacks.
When it is all finished, the EPA will condemn it since it interferes with the breeding cycle of the Iowa pissfish, and it will be torn out at a cost of $10 billion and will provide plenty of union jobs and kickbacks.
But, due to increased flooding, bottlenecks, and overpopulation of the Iowa pissfish clogging water intakes, the project will be rebuilt at a cost... blah, blah, blah.

The bills are written by Congressional committee staff members or the staff members of the party leadership. Individual Congresscritters delegate the task of reviewing the bill to their personal staffs if they conduct any review at all. Most Congresspeople vote as instructed by the party bosses.
Quite frankly I’d be surprised if even one of the 435 Congressmen or 100 Senators even make an attempt to read one bill a year. Even our conservative wonderboy Ted Cruz doesn’t have time to actually read the bills he is voting on given the number of personal appearances he is making.
The power in Congress belongs to the staff and the leadership. Everyone else is there for the show.
