Health insurance plans only count subscribers as enrolled in a health plan once they’ve submited a payment. That is when the carrier sends out a member card and begins paying doctor bills.

When the Obama administration releases health law enrollment figures later this week, though, it will use a more expansive definition. It will count people who have purchased a plan as well as those who have a plan sitting in their online shopping cart but have not yet paid.

My 2 cents: Of course it was supposed to be a disaster so they could blame insurance companies and go single payer. What they didn’t count on was it being such a monumental disaster from day one, long before the 2014 election. There was supposed to be a “honeymoon”. Reality, like gravity, can be a female dog.

Actually its worse than the WP describes. They can sign up, pay the first month premium and then be given a 3 month unpaid 'Grace period' of additional listing as "enrolled" before being booted off the list. The insurance company is supposed to pay for care during the first month of that 'Grace period.' The insurance company isn't liable for payments during the second and third month of the 'Grace period.' Providers are permitted to charge the patient (once they learn the claim to having coverage was essentially fraudulent) though I doubt they'll get as much as Obama voters get from Detroit pensions. Check out the details from the appropriate subs**t of the stool sample† here. The intent is clearly to have unsuspecting medical providers eat lots of medical costs. And to have enough smarter providers, refusing to cover any 'enrollees,' to provide scapegoats when the public demands that stool sample be flushed. They'll be ready then with a single, low flow toilet, to service the entire country.
