Now, there is a conundrum. Silencing opposition by means of threats is an age old method that has gotten results through history. That doesn't mean a few don't speak up and lose their positions.

Is that still a purge if many are silenced but only a small percentage are fired? Or is there a different word that should be used?

All are being silenced, none are being fired. Not a single one, they are all toeing the line. Those being fired have nothing to do with politics, they have run afoul of their own personal foibles: zippers, the bottle, ethics, money. The usual bane of human existence.
