Because Obama and Sibelius (”failure is not an option - just fix it”) are clueless when it comes to computer systems. Probably thought it was like knocking a couple of programs together in Basic for a PC.
The cluelessness becomes more and more obvious from the statements they have come out with after the “rollout.” “We’re finding out insurance is complicated.” Yep.

The man has absolutely zero executive experience. He has never worked any any real job except Baskin Robbins. He has never run a business (or anything else). Why is this inexplicable. I think a better word is completely predictable.

Obama has been ruling, arbitrarily and summarily against the best interests of Americans for the last 5 years. Brokaw is now only figuring it out? No way. He is not mad because Obama is inept, only mad because Obama is a discredit to his clan (progressive Marxist).
If he really was a President of the people, he would have been the first person signed up on the Healthcare.gov website.
