Assume that the original site required ten parts to accomplish what people expected, and what the scammers promised.
They crippled or removed eight of the necessary interconnected "parts", and hope no one will notice that a lot more people can log on, but most of its useful essential features have been simply left out.
The parts that required competent software managers and programmers to accomplish; 20% of the total web site, but 80% of the expected functionality missing.

A functioning site only means more voters learn how bad it is. How expensive. How limiting. No doctors. Higher deductibles
Young healthys will largely opt for penalty. Those desperate and heavy users will start the death spiral spinning.
