I think their aim was to open the first Chinese restaurant there in anticipation of the expected tourist rush.

Seeking to reassure the world of its peaceful intentions, the Chinese government announced that its entire space program is designed to be an outreach to Muslims.

"Photo taken on Dec. 14, 2013 shows the lunar probe Chang'e-3 on the screen of the Beijing Aerospace Control Center in Beijing, capital of China. China's lunar probe Chang'e-3 has started soft-landing on the moon as it began decelerating from 15 km above the lunar surface. (Xinhua/Li Xin)

Chang'e-3 adopted a variable thrust engine completely designed and made by Chinese scientists. And I'd guess that everything else was designed by the old Soviets.

This should be a BIG heads up as to Red China aiming to be the biggest and baddest superpower. Their military [People’s Army runs the rocket program, not some NASA] has mastered the capability to go to the Moon with a lander/rover and drive it around. This level of technology means every inch of our globe can be targeted and threatened from China or a near orbit platform.
Meanwhile our government is missing in action as to our space program, military rocket program, updates for our nuclear bombs and resolve to continue to be a world power.
