Does a mere governor have that power?
All these "orders" Eventually people ignore them. Which they should.
They have law enforcement officers for pretty much all state buildings and they will enforce this ... or else they can easily arrest you.
I go through the scanners at the court house and there are policemen all over the place. Believe me ... people are not going to be ignoring them ... :-) ...
