Those employees with a collective bargaining agreement don’t have to worry about the car wash owner refusing to pay their wages. Makes sense to me. The bond is to make sure payroll is covered. If the labor board has to step in, there will be a bond in place to make sure the contract with a non represented employee is honored.

I don’t see how that agreement makes a owner pay wages.
