CHARLESTON, W.Va. (AP) A state official says a glitch in the federal health insurance marketplace has affected about 18,000 West Virginians trying to sign up for coverage under the Affordable Care Act.
Jeremiah Samples of the state Department of Health and Human Resources tells the Charleston Gazette (http://bit.ly/1higldL ) the federal exchange is having problems transferring account information to and from West Virginia's system. He says some other states are having the same problem.

I haven’t heard of it working for any state, unless you count the Medicaid sign ups.

This IS the Medicaid signup .... it's not working either!
About 10,000 residents whose accounts should have been transferred because they're eligible for Medicaid will have to sign up again, this time with the state.
Another state (Iowa?) had to tell 16K to sign up again. The "flat files" the Feds are trying to transfer to the state aren't working with the state systems, in some cases. Additionally, there is data missing ... just little unimportant things like SSNs, income data, etc.
Its going as planned.
Don't get sick & don't have an accident for at least 6 months or you are in peril of having EVERYTHING you own lost to the health care system.
My neighbor's granddaughter was critically injured in a car accident. They had no insurance. The child died in surgery the same day & the bill was over $25,000 dollars.
